Serving Starke County since
1989
Our story

Indiana had a bold idea in 1989. Starke County still runs on it.

When Governor Evan Bayh created the Governor's Commission for a Drug-Free Indiana, all 92 counties got a Local Coordinating Council. Ours has been at work ever since, pulling prevention, treatment, education, law enforcement, and healthcare around the same table.

In 2020 we became the Hub. The name says what we are trying to be, a central place where people, organizations, resources, and ideas come together. In a rural county of about 23,400 residents, that kind of collaboration is not a nice extra. It is how anything gets done.

A funding model no other state has

Court countermeasure fees are collected locally and reinvested locally through the county Drug Free Community Fund.

About 23,400 residents

Knox, North Judson, Hamlet, and the farms and small towns between them.

One table, many partners

Schools, healthcare, law enforcement, faith communities, businesses, nonprofits, youth, and residents.

Youth prevention

Our highest priority, by a wide margin.

Youth prevention is at the heart of everything we do. We work with schools, youth organizations, families, and community partners to help young people make healthy, informed decisions before problems start.

Students and school groups that build their own prevention projects can apply for scholarships and financial support from the coalition. Youth leaders here are not an audience. They run the work.

Start a Youth Group

What an active youth group does

Meets regularly and plans its own projects
Runs school prevention and anti-vaping campaigns
Leads peer education and community awareness events
Produces PSAs, podcasts, radio spots, and social campaigns
Serves the community and builds real leadership skills
Speaks up for mental wellness and recovery awareness

Youth leaders can travel to Washington, D.C. each February with an adult advisor for national prevention training, then bring what they learn back home.

Community grants

Local dollars, reinvested locally.

Indiana is the only state that funds county prevention this way. Here is how a dollar travels from a courtroom to a program in Starke County.

01

Fees are collected in court

Indiana law assesses countermeasure fees through the local court system, case by case, right here in the county.

02

They land in the county fund

Those dollars are deposited into Starke County's Drug Free Community Fund. They never leave for a state account.

03

We put them back to work here

The coalition distributes them to member agencies running prevention, recovery, education, and wellness programs.

$38,000
Available for distribution in 2026

Open to eligible coalition member agencies addressing local behavioral health and community needs.
